Unprotected caps, but Plan B 12 hours after?

My cousin is freaking out because last night she had sex with her boyfriend who is a year younger than her. He could never *** before but he might've last night because there was alot of something, she's not sure if it was *** or the pre-***. Shes not positive if it went in, but it might have. She took the Plan B pill this morning, like 12 hours after they did it. There was *** all over her vagina like inside the flaps. Can she be pregnant?
